(1) The recruitment to all Class III posts in Zonal Railways should be made by an independent Recruitment Board consisting of a non-Railway man as Chairman and a senior officer of the Zonal Railway as a member for each Zonal Railway. The Chairman of the Recruitment Board may be appointed by the Railway Board
