Decision that officers appointed by the Secretary of State elsewhere than in India who are entitled to 1st class passages on appointment, shall draw pay on first appointment from the date of disembarkation, subject to their proceeding to take up their duties without avoidable delay. In the case of officers who receive a second class passage pay shall commence from the date of embarkation for India
