The Ministry of Finances suggestion to review the incentive scheme for the grant of advance increments to stenographers has not been accepted on the grounds that the Railways cannot afford to provide large-scale staff reassignment by withdrawing a benefit that has been enjoyed by a sizable portion of the low-paid staff for several years. Stenographers representations for improvements in their scales have been considered, and it has been decided to await the recommendations of the Third Pay Commission-2
