Selection of the number of applicants to be hired by the Department in 1954 through promotion, competitive examination, and special class apprentice selection. 2. A decision was made to revise the current policy, which guarantees employment to all special class apprentices after four years of training. Approximately 80% of the men recruited should receive a definite guarantee of employment, meaning that the number of special class apprentices to be recruited should be 25% or 30% more than the number of anticipated vacancies
