Rules for departmental examination for Class I and II officers of the Engineering Service of the CW and PC-Question whether persons who are already in position should be required to pass the departmental examination-There is no legal objection in giving retrospective effect to the rules but the question whether retrospective effect should at all be given or not is a metter of policy and it is for the administrative Ministry to decide whether they should do so
