Estimates Committee-Recommendation No. 2 in Ninety Third Report (1965-66) on Public Services (1964-65)-service conditions in the Railways may be taken as a model for other commercial and industrial public undertakings except in dealing with disciplinary cases-Instructions were issued by the Home Ministry on 8th August, 1966 to all the Ministries asking them to bring these recommendations to the notice of all public undertakings
