Decision that persons already in Government service, permanent or temporary, must apply through the proper channel if they anticipate unavoidable delay in their application submitted through the proper channel reaching the Commission before the closing date, they may submit advance copies of their applications on plain paper direct to the Commission which will be considered provisionally but the original applications must reach the Commission within a fortnight after the closing date
