1. Effective financial and budgetary control to minimise unnecessary Board referrals by the Railways. Delegation of authority to General Managers for job authorization-It was decided that the General Manager, in collaboration with his FA and CAO, may approve works costing more than Rs. 1 lakh but not more than Rs. 3 lakhs each, up to a total of Rs. 20 lakhs in a fiscal year, provided that the sanctioned budget for works costing more than Rs. 1 lakh each does not exceed Rs. 20 lakhs
