The Board approves the request made by the General Manager of B.N. Railway to award a second class card pass between Howrah and Kharagpur exclusively for the president of the B.N. Railway Workers Welfare Association. Board decision stating that: (1) Working presidents and Working Secretaries of recognised Unions on Railroads may issue checks to them on a scale determined by them; and (2) Card passes may also be issued over home line, but only in proportion to the quantity of checks that may otherwise need to be issued
