Candidates for the war service who are appointed to the Superior Railway Services must pass the departmental examination. Decree that no rise beyond what is owed to war-service candidates appointed to the T.T. and C.D., Establishment Deptt., I.R.S.E., Engg., and Trans. (P) Departments may be granted in the three years that follow their actual date of joining the railway service, unless they successfully complete all required departmental exams
