The Indian Trade Unions (Amendment) Bill 1963 was proposed to include a provision enabling the Registerar to intervene in disputes pertaining to the appointment of any office bearer and refer them to the Labour Court for resolution in the event that the disputants choose not to appear in court. This suggestion was made to the Ministry of Labour and Employment. No action was taken on the Bill that the Labour Ministry intended to present since railway employees were exempt from the Industrial Employment (Standing Orders) Act
