Reference from Western Railway regarding activities of Union officials during duty hours in workshops and procedure to be adopted in accounting the time spent by them It was decided that no offs are to be allowed to these employees for the purpose of Union activities, however in emergencies they may be allowed for reasonable periods The time should be treated as duty, and should be covered by a duty certificated, allocating the time against shop on cost work order for idle time
