Regarding the proposed amendment to Section 12 of the Minimum Wages Act, the Ministry of Railways had no objection to this intention being made clear without requiring the employer to continue paying the higher wages regardless of market conditions if the intention behind the amendment was that the higher rates already paid should not be reduced merely because a lower minimum wage had been fixed under the Act
