Levy of water and drainage tax by Gooty Panchayat Board on M.and S.M.Railway property. The formula agreed between the Central Govt. and the Govt. of Madras is on the basis that tax is payable in rough proportion to the benefit and it does not contemplate that some payment is inevitable even when no benefit is at all desired
