Declaration of Calcutta as Winter area. Reference from the S.E. Railway regarding-Clarification issued to the Railway's that :- (i) If during the course of five years or so, the minimum temperature referred to the Bod's letter No. E(W)63UNI-9 dt. 20.4.63 is touched only in one or two years, the place should not be deemed to have winter for the purpose of giving winter uniforms. (ii) Coldest month of the year should be taken to mean the coldest spell of 30 consecutive days in the winter season
