The 1936 Payment of Wages Act. The directives given by the CLC to the RLCs that the withholding of raises and reduction to lower grades were in violation of the Payment of Wages Act were embarrassing the RLCs, according to the Ministry of Labour. Decision made by the Ministry of Labour that the Industrial Relations Machinery should refrain from interfering when Railway Administrations impose such punishments under service Rules because there has been no consistency in the rulings rendered by the Legal Courts or in the Legal opinion rendered on the legality of imposing such punishments, pending amendment of the payment of Wages Act. To inform the RLCs of the aforementioned decision, the CLC issued necessary instructions that were also forwarded to the railway administrations
