Reference from the G.M. W. Railway whether conviction under Sec 7(i)(C) of the land Customs Act XIX of 1924 for aiding and abetting in the act of smuggling goods should be treated as conviction for moral turpitude justifying the removal of dismissal of the employee concerned. Advised that conviction by the Collector of Central Excise under Land Customs Act cannot be considered as conviction on a criminal charge and instructions to Railways for dealing with employees found guilty of prohibition offenses
