Dropped was the proposal to put the transfer rules on hold. Choosing not to transfer officers who have served at a station for four years, unless there are exceptional circumstances that should be notified to the government. 1952 saw a relaxation of the transfer rules in favor of a few officials in the Central PWD. The decision was made to transfer Section Officers on a Zonal basis and to assign them to maintenance projects in Delhi.
