Regarding the admissibility of Shri Mehar Singh's S.C. to P.F. as an ex-N.W. Railway employee and the payment of Shri Atma Singh and Shri Rewaria's outstanding debts, Western Railway indicated that (1) as the option record is unavailable and Shri Mehar Singh retired from NW Railway on 31.8.47, which is after partition, the Government of Pakistan is responsible for paying any settlement dues in this case. (2) Shir Atama Singh chose India, hence the matter of Western Railway taking responsibility for the payment of settlement dues should not be impacted by his resignation from duty on the NW(P) Rly following the partition, and (3) In the case of Shri Rewaria, the Government of India was responsible for paying the settlement dues because the former employee resigned on July 31, 1947, which was before Partition
