Classification of receipts and expenditure connected with the National Emergency- 1962 Decision: 1. It was decided, on the annology of the procedure adopted during last war, that the receipts and expenditure on security connected with the National Emergency, other those justifiable in the accounts of the Defence Services should be recorded separately. 2. It was further decided that unless there are special reasons to the contrary the ordinary increase in expenditure in other departments owing to work arising in connections with National Emergency, should however be debited to the department concerned
