Question whether in view of the fact that rule-making power to prescribe the conditions under which liquor may be exported in bond is conferred in the local Govt. by sec. 144 of the Sea customs act 1878 read with Finance Deptt. (Cen. Rev.) notification No. 799 of March 29th 1924 the Bombay Govt. is entitled to make its rules under section 35 of the Bombay Abkari Act.
