Measures to prevent trouble arising from the truculence of armod pilgrims on board pilgrim ships. Opinion that a rule to prohibit pilgrims from bringing firearms swordsa clubs etc. on board pilgrim ships would be ultra vires of the rule making power conferred by section 213 of the Indian Merchant Shipping Act, 1923.
