Promulgation of rule 14-A of hte Defence of India (Consolidation) Rules, 1915, as as to enable the exercise of control over the chartering of foreign tonnage in India. Authorisation of the Agent and Deputy Agent to the Shipping Controller in the East and the Collectors of Customs at Ports other than Bombay to exercise all the powers conferred by that rule on the Governor General in Council.
