(1) Desirability of modifying clauses (b) and (c) of article 764 IV of the Civil Service Regulations which regulates the increases of pay admissible to officers transferred to Foreign Service. (2) Desirability of advising Darbars, when negotiating for the loan of an officer's service, to stipulate expressly that the remuneration offered in the first instance should be regarded as provisional and subject to revision on confirmation at the end of some definite period
