Question whether it is permissible to make extension of powers to Asst. Collector to make extension of powers to Asst. Collector for appraisers at Rangoon for the time being under Sec. 182 of the Sea Customs Act by Provision to that Sec. to permit him to confiscate goods without limit of value provided the fine imported by him in view of confiscation under Sec. 183, is limited to Rs.100.
