Case of Naman Ram who was granted an Indian Students’ passport to Australia, but who was unable on arrival in the Commonwealth to proceed with his education owing to the straitened circumstances of his guardian, Ganga Singh. Local Governments asked that a students’ passport should not be granted in future to a person who is not a bona fide student and able to show that the necessary arrangements have been made for his maintenance and education in Australia or that the relative who proposes to bring him into the Commonwealth and to be responsible for such arrangements is financially able to bear the responsibility
