With effect from January 17, 1921, Mr. B.J. Gould, Consul of Sistan, was granted combined leave for six months and was allowed to keep a duty lien on the appointment of the Consul for Sistan and Kain while on his privilege leave. Major R.F.D. MacGregor, I.M.S., was appointed to serve as Sistan and Kain's consul from January 17 to March 6, in addition to his other responsibilities. Captain T.C.W. Fowle of the Political Department was appointed with effect from March 7 as H.B.M.'s consul for Sistan and Kain.
