The Central Government should determine whether or not each individual has voluntarily renounced their Indian citizenship under section 9(2) of the Citizenship Act of 1955 before proceeding with any prosecution of Pakistani nationals under the Foreigners Act of 1946 (reference from the Government of Bay).
