Rule 5 of the All India Service (Discipline and Appeal) Rules, 1955, is to be interpreted as follows: (i) If the written statement of the officer contains any specific references to what a writer has stated, it would not be in accordance with the rules to deny the officer access to the record; and (ii) If the written statement of the officer contains any general references to what has been stated.
