Forwards translation of a letter from the Paro Penlo, supposed to be intended for His Honor the Lieutenant-Governor In a somewhat similar letter the Paro Penlo asked Colonel Haughton to be allowed to collect revenue from persons cultivating or cutting timber beyond our border. A copy of the reply made by Colonel Haughton is enclosed.
