Resolution No. 11-Appointment of Sitting Judges of the High Courts as Commission of inquiry-Desirability of-a convention should be set up that the findings of the Commission on questions of fact should be accepted by Govt. and when the matter is discussed in Parliament or in State Legislature the practice of House of Commons should be followed and the debate should be confined to the action taken by Govt. on the report
