Decision that all medical officers, Assistant and Sub-Assistant Surgeons in Military employ shall, when called upon to do so, render their services to Civil Departments gratuitously, and that all such servants of Government in Civil employ, including purely Civil Assistant and Sub-Assistant Surgeons, shall perform without payment duties required of them on the military side in cases of necessity
