Decision that Permanent Central Government Servants displaced as a result of the Partition, who are entitled to be confirmed in suitable supernumerary posts to be created for the purpose are on such confirmation eligible for promotion to the next higher grade to which promotion is normally made from that grade irrespective of their Educational Qualification, in the same manner as other Permanent employees of the grade
