Question raised at the Conference of the Presiding officers of State Legislatures about amendment of the Constitution to provide for a contingency where a Governor falls ill or otherwise becomes incapaciated to address the State Legislature when it is summoned under Article 176(1) and decision taken that Article 160 of the Constitution would be relevant in a contingency and that Constitution would be relevant in a contingency and that action can be taken by the President to appoint someone to discharge the functions of the Governor under such circumstances
