Enticement of young women and girls in Malabar by Emigration recruiters. Extension of the provision sof the Assam Labour and Emigration Act (VI of 1901) to twenty districts in the Madras Presedincy where it is not new in force and absolute prohibition of recruitment for Assam in those districts.
