With refrence to Mily Department letter no 361 of the 14th Ultimo recommends with advertence to there beign funds t he disposal of commanding officer of Regt. topay certain expences connected with Prisoners which the commander in chief absolutely uccssary that authority may be given for charging them against the states tht after the first cost of these articles and most Regiment.
