With refrence to mily Department letter no 170 of the 6th Instt reports that hte reasons assigned in the above letter are conclusive in favor of contenvings the present system of payment of certain Establishments with European Detachments which have no quater master which those by the commissary General for a charge of the system are insufficient O.P returned.
