From Secy- with ref. as noted transmites copy of a letter dated 14 ultm. with enclouser from Mr. O. Toogood C. S. stiting that after the desesion passed on his Memorial in letter to the Govt. of Bengal no. 2275 of the 16th Oct. last he reckoned a promation to a higher Office at the first apportiunty and instancing cases of supersession since that decsion.
