To Director General Post Office - Forwards the foregoing Extract and requests that after enquiry into the repeated cases referred to therein, and any other cases that may have been brought to his notice he will report whether there are sufficient grounds for reverting to the old system of giving receipts either eatirely or partially and whether it would be addisable to allow receipts to be given in payment of a fixed sum by stamps of otherwise in each letter.
