L. in C. is - to extend the List of pensions who are privileged to send letters or the Public Service free of charge without the Strongest necessity for the measure No. such necessity is shewn in the present instance and H. L. in C. does not suppose that the communication of the Harbour Master of aden and Kurrachee with the C. in C. of the Indian Navy and so frequent as to require that the privilege should be extended to them.
