To - In reply does not object to the last 30 sections of act 28 /57 being brought into force and communicates the abservtions of Government thereon - & with respect to the # remarks an regard to sections 1 to 6 agrees in the view taken by him as to carrying out their provisions but it would be letter that these clunses he not brought into perryunept operation & if putin force in times of Emergency only such exceeptuns can then be made as the nature of the crisis may suggest but it is not advesable that any local Government should laydown that any class even European british subjects should `invareably` be exempted.
