E. - Forwards certain papers from Mr. Mather regarding the Cotton Machines intended for the North Westen Provinces with a view to their being forwarded to that Government and draws attention to that point of Mr. Mis letter where he allodes to the intention of Government North Westen Provinces that he should returns to Agra to set them up.
