To Secretary In reply stating that the present condition of the Post Office receipts will not admit of the Governments maintaning a system of salaried of Post Masters, but the proposition of Dr. Ranken to prepare a Manual is deserving of every encouragement. Requesting the earyly transmission of the return of Post Office collection called for on the 1st April last.
