States that the Lt-Governor has also appointed Messrs. Pawsey, Armstrong and Barton to officiate as Joint Magistrates at Balasore, Cuttack and Pooree respectively. Recommends that the appointment of a Joint Magistrates on Rupees 900 a month to each of the Districts of the Cuttack Division may be permanently sanctioned.
