Post Master General - In reply to orders of the 16th Instant - Admits the complaint made by Mr. Toukler to be correct - offers his opinion relative to refunding the Postage on letters etc. - states further regarding the conveying of letters from Kedgeree to Ships at Saugor - recommends in all cases of Neglect of July by the Post Master at Kedgeree that he should be held resposible both for the original & return Postage.
