Letter from Mr.T.Myers, Accountant-General, recommending that the Civil Paymaster be directed to pay into the General Treasury the whole of the unappropriated cash balance in his hands, and that the Civil Anditor be asked to submit to Government such proposals as will prevent the accumulation of large balances in the hands of the Civil Paymaster.
