Any charge under the adjusting hed `Contributions from Provl. to Local` when met by a reappropriation from the Provl. Govt. under any major head of service, should be left out of acct. for the purpose of determining whether aggregate Budget grant for Provl. and Local Expenditure has been exceeded in any year.
