To Board - In reply - Permitting Mr. Brown to proceed to Pooree on the Sea Horse - Referring to the intention when the number of Pilot Vessels was reduced to six, that they should be exclusiverly employed on duties connected with the Navigation of the Port etc. Requests to know by what principle the Board propose to be guided in answering such applications in future, for without a fixed rule for guidance it will be difficult to dispose of them in a satisfactory manner.
