Aurthority given to all Heads of Account Offices to pass at discretion unavoidable charges for commission on Postal Money Orders as ordinary contigent charges and to Local Governments to the finally sanction any such charges in cases of doubt,dispensing with the report required under paragraph 5 of Financial Resolution No.576 dated the 14th December 1885.
