Decision that an applicant for the commutation of a part of his pension should himself pay the medical officers fee for examination, except when a second medical opinion is required for the applicant is directed to appear before a Medical Board, in which cases the examination will be made free of charge by medical officers at the request of the authorities indicated in rule 12 of the commutation rules.
